Ministry of physical infrastructure in Jonglei State is one of nine ministries established under the state government since 2006 during the transitional arrangements stipulated in CPA.

This ministry is headed by the minister as the highest authority and sole policy maker followed by director general of the ministry, the highest civil servant.

Ministry of physical infrastructure is made up of six main Directorates which undertake different functions to provide services to the rural and urban population of Jonglei State. The directorates are further subdivided in to several departments as specified below:

  1. Directorate of Administration and Finance: comprises of planning, accounting and finance, logistics & procurement, internal auditing, personnel management and ministry general administration.
  2. Directorate of Transport: comprises of four departments (mechanical transport department, river transport, road & bridges and civil aviation departments)
  3. Directorate of Electricity and Gas: deals with power supply in urban and rural areas by developing various sources of power, renewable sources ( solar, biomass, wind, hydro and geothermal) or non-renewable sources (diesel engines and gas turbines)
  4. Directorate of Housing and Public Utilities: is made up of four departments ( Town planning, Land, Survey and Housing ) dealing with planning of towns, surveys and demarcation of plots, facilitates planning, design and construction  of houses for residents, business people, private and public institutions.
  5. Directorate of Water and Sanitation: comprises of three departments ( Water Resources & Irrigation, Rural Water Supply and Sanitation, Urban Water Supply and Sanitation)

a. Water resources and irrigation department works in conjunction with ministry of agriculture to supply crops with  adequate water for nourishing plants and critical monitoring of the level of flow of the main river and streams so that flood are easily predicted and precautions are taken to save lives and properties.

b. Urban water department is mandated to provide and distribute safe and clean water to the urban population and monitoring the operations of water treatment plant.

c. Department of Rural Water and Sanitation:  this department deals with provision of safe, affordable and sufficient water supply, sanitation services and hygiene promotion to the population in the rural and pre-urban areas.

6. Directorate of petroleum, Mining and Industries: This directorate deals with mining, quarries and sand exploitations in addition to control and monitoring of fuels supply and stations plus other oil potentials that may be discovered in the future.

The ministry is mandated by the state constitutions to improve living condition for all citizens in the state through development and provision of basic services to all citizens of the state so that they enjoy a decent life.

In that regard, the ministry has developed a vision and mission or road map to pursue realize and fulfill that vision within specific time frame.

IN THE DEPARTMENT OF ROAD AND BRIDGES:

RIVER TRANSPORT:

  1. Bor town main port.
  2. Sub-river Nile port in Pakon eleven kilometers south of Bor town.
  3. Sub-river Nile port in Dhiam Dhiam area seventy four kilometers north of Bor town.

This plan shall be aimed at availing an affordable cheapest transport means as well as attracting tourist to enjoyable trips on the Nile River.

AIR AVIATION:

Bor airport is the face of our state where our personal images appears for any new visitor for the first time and thus make any judgment about us depending on the first appearance.

As such, we need to improve our air transport facility including the terminal building appearance the reception hall, the departure hall, the run-away, the security arrangement as well as the conducts and behavior of our staff.

LAND DEPARTMENT:

Arial survey must be carried out so that each land with specific qualities and characteristics are planned and designated for specific purposes or objectives to be achieved.

The land must be divided in to:

  1. Land for agriculture.
  2. Land for residential.
  1. Land for quarrying and mineral extraction.
  2. Land for fisheries.
  3. Land for development of new and renewable energy.
  1. Land for industries.

These different types of lands need laws and regulations for allotment, ownership or lease, management and fees to be charged  fairly, transparently , and in accountable manner to be  used  as guideline in the process of allotment, registration and payment of fees.

DEPARTMENT OF LECETRCITY AND GAS:

Power supply to all citizens or inhabitants of Jonglei State:

  1. Re-operationalization of the current 3 MW power plant and upgrading its generation capacity and development of available potential power sources in order to supply safe, efficient, reliable and affordable power to the citizens of Jonglei State.
  2. Development of new clean energy sources such as biomass, solar, mini hydropower wind power and geo-thermal in order to support development in the state without affecting the environment in one way or another (reduction of co2 emission to the environment).

DEPARTMENT OF WATER RESOURCES AND IRRIGATION:

For the purpose of eradication of poverty among our citizens, the ministry should enhance exploitation of the available and potential water resource in the state. These resources can be summarized as follows:

  1. River Nile and swamps.
  2. Seasonal streams.
  3. Underground water of undetermined quantities.
  4. Rainfall of average of 720 mm per annum in minimum.

These resources shall be developed to provide:

  1. Safe, adequate and clean water for all citizens in the state.
  2. Water reservoirs and water harvest methods be developed to provide safe water for domestic animals as well as wildlife.
  3. Accessibility to water for irrigation at all seasons in order to enable the farmers to grow crops, fruits and vegetables throughout the year and thus upgrades the quality of the dining table and reduces the poverty.
  4. Improvement of water supply for health and sanitation purposes by introducing central sewage system with treatment plan in the major towns of the state.
  5. Digging more wells in rural areas to improve accessibility of the rural population to safe and clean drinking water.
  6. Design and implementation of modern drainage system in all Towns high density population.
  7. Establishment of early warning system to counter flood, drought and any unexpected disaster in jonglei state.

DEPARTMENT OF HOUSING:

This department deals with specifications and standards of construction in the state. In this regard, the department is assigned with the following functions:

  1. Supervision and monitoring of architectural design of houses and government structures in the state (approval of designs).
  2. Supervision and monitoring and construction processes of all buildings in the state.
  3. Supervision and monitoring of the civil works in the state.
  4. Renovation and maintenance of government structures in the state (government houses and offices).
  5. Establishment of standards, rules and regulation for construction in the state.
  6. Checking all imported building materials to ensure the quality and conformity with specifications.
  7. Issuing of license and building permit to citizens and construction companies.

 Methodology

The above goals objectives set in our mission can only be attainable if the state government

  1. Creates a conducive investment environment to attract both indigenous and foreign investors to the state.
  2. Establishes good and trustful relationships with local & international NGOS so that needed funds are solicited by those organizations on its behalf.
  3. Develop its local resources available taking appropriate measures to adequately manage those resources in an accountable and transparent manner.
  4. Training the cadre that shall implement the projects to ensure sustainability “ capability building” of those projects
  5. Mobilization and enlightenment of the local community to participate actively in the development of resources.
