- Security and conflict prevention through empowerment of local government by enabling with mobility and equipments. Establish structures, staffing with train competent personnel.
- Collaborate with Line ministries in ‘Cross cutting Infrastructures’ , roads collecting Payam and Counties HQs, water and Sanitation, Health facilities, Education, agriculture and other economic infrastructure that are shared across the spheres of government (national, state and local government councils.
- Enhance good governance and rule of law by enhancing government presence in rural Councils; establish efficient Traditional Courts in all the Rural Councils, Payam and Bomas. Provision of adequate housing, offices, school buildings, at all levels.
- Train and retain Human resource for effective and efficient service delivery at all levels.
- Develop and adopt framework that allows rural communities and development partners engage in development around the SMOLG Strategic plans, build consensus, buy- in and set clear rural deliverables including actual funding of specific activities.
- Promote peace reconciliation and peaceful co existence within and with neighboring communities and states.
- Promote self –reliance by adopting ‘Bottom-up Development Approach’ in mobilization of local resources to ensure provision of services is sustainable.
- Ensure gender mainstreaming in local government.
- Empower Rural Councilors and ensure their active role in peace and peaceful co-existence within and with neighboring communities and in other decisions relating to the exploitation of natural resources in their areas.
- Encourage and support women and Youth activities and, in Development of their Cadres.
