The Ministry of Health has a Vision, Mission, Goal, Objectives, Development and Operational Plans. The planned activities need resources, processes, procedures to achieve objectives.
These plans can be achieved if we make use of the strengths of the institution, or if we identify the organisational weaknesses and the threats, then turn them into strengths and opportunities.
This requires that we know our business environment; hence SWOT analysis was done with involvement of relevant stakeholders.

The main objective is to reduce mortality and morbidity through strategic approaches that take into consideration the following:
- Strengthen health systems and services to provide effective and equitable health care services that are accessible, acceptable, affordable, sustainable and cost effective.
- Scale up communicable and non-communicable diseases prevention and control programmes, while recognizing unprecedented challenges caused by HIV/AIDS, Tuberculosis and Malaria.
- Mobilize and effectively use adequate sustainable resources to strengthen the health system.
- Develop effective partnership with local communities and relevant institutions nationally, regionally and Health internationally.
- Strengthen and scale up programmes to reduce the burden of conditions related to pregnancy and childbirth.

Main Strategies and Activities

- Provide quality Healthcare services to communities in Jonglei State by building and equipping Primary Healthcare Units/Centres and Hospitals and staff them with skilled medical staff.
- Raise community awareness on prevention of communicable diseases and sexual transmitted infections including HIV/AIDS and syphilis
- Increase immunization coverage of children from zero to 15 years of age (against TB, DPT, Polio and measles) as well as women of childbearing age (15-49) against tetanus
- Recruit student from high schools (secondary schools) to be enrolled in medical and nursing schools for long term human resources development (Clinical Offices, Nurses, Laboratory technicians etc).
- Improve referral linkage between healthcare facilities to ensure patients with difficult problems are managed by Qualified Staff.
- Upgrade of the Bor State Hospital into a Referral hospital by bring up the hospital to completion in terms of departments, staff and infrastructure:
-Building of New Outpatient/Emergency Department Unit that will contain: Intensive care Unit, Emergency -Outpatient, Diagnostic Imaging (X-rays and Ultrasound Units)
-Build a Mortuary
-Build Special Wing (VIP)
-Construct Hospital Fence
-Procure Oxygen Concentrators
-Build Doctors accommodation: this will retain existing doctors and attract specialists that may come for a month or two from abroad and build the capacity of local doctors
-Procure Ultrasound (specially for obstetric care) and X-rays Machines
-Procure Two Vehicles for Outreach services
-Human Resources: Physician, Pediatrician, Anesthetist, Gynecologist, Surgeon, Radiologist; Ophthalmologist, ENT Surgeon and Dentist
-Build Ministry of Health & Environment Head Office outside Bor State Hospital
-Refurbishment of all the PHCC & PHCU
-Construction of Rural/County Hospital in all the Counties of Jonglei State
-Repatriate Jonglei Institute of Health Sciences from Uganda

- UNICEF: Vaccines Supplies, Nutrition Program, Hygiene and Sanitation and social mobilization and communication as well as training.
